The AS 3000 is an Australian Standard, also known as the ‘Australian/New Zealand Wiring Rules’, that specifies requirements for the design, construction and verification of electrical installations, including the selection and installation of electrical equipment forming part of such electrical installations.
AS 3000 was last updated in May 2023. Since it was first published in 2018 there have been 3 amendments made, this includes Amendment No. 1 (January 2020), Amendment No. 2 (April 2021) and Amendment No. 3 (May 2023). All 3 amendments have now been consolidated in the latest version of AS 3000:2018 Wiring Rules.
AS/NZS 3000:2018 provides a comprehensive framework to ensure electrical installations are safe, functional, and compliant with relevant legislation in Australia and New Zealand.
The difference between AS/NZS 3000 Part 1 and Part 2 is mainly about rules vs. guidance:

- Part 2 gives practical advice and examples of how to meet the rules in Part 1. These are recommended methods and practices that are ‘deemed to comply’, meaning if you follow them, you're considered to be meeting the requirements of Part 1.
In simple terms, Part 1 outlines the mandatory legal requirements, while Part 2 provides recommended methods that are considered safe and compliant ways to meet those requirements.
