Purpose of AS 3000

The purpose of AS 3000 is to provide the minimum requirements for the design, construction, and verification of safe electrical installations. It ensures safety, uniformity, and legal compliance across Australia and New Zealand. Whenever there are provisions that have a different application in Australia compared to New Zealand, the standard provides symbols in the outer margin to differentiate.. Scope of the Standard

According to AS/NZS 3000:2018, the scope standard sets out requirements for the design, construction and verification of electrical installations. This includes the selection and installation of electrical equipment that forms part of electrical installations. These requirements are meant to protect people, livestock, and property from electric shock, fire and physical injury hazards that could potentially arise from an electrical installation. Additionally, this scope provides guidance so that the electrical installation will function correctly for its intended purpose and looks at ways to mitigate any foreseeable adverse effects caused by disruption to supply.”

Key Changes in the Current Edition

The latest version of AS/NZS 3000:2018 wiring rules contains over 200 changes. It takes into account new and emerging technologies and clarifies some ambiguous requirements from the earlier edition.

  • RCD (Residual Current Device or safety switch) use: This includes the use of Type A RCDs, which can detect both AC and pulsating DC faults, and Type B RCDs connected to solar inverters and EV chargers. (Solar inverters convert DC electricity from solar panels into AC electricity.)
  • Earthing: AS/NZS 3000:2018 provides enhanced requirements for swimming pools and wet areas, including the bonding of pool structures to the main earthing system..

Is AS 3000 a Legal Requirement in Australia?

Strictly speaking, Australian Standards are, in themselves, voluntary guidelines. However, when a standard is referenced in legislation by state, territory, or Commonwealth governments, it becomes a mandatory legal requirement. As an example, the Victorian Government’s Electrical Safety Regulations (2019) contain clauses that require installations to be carried out in accordance with AS/NZS 3000:2018.
