Defines interoperability related requirements for the conversion of analog voice to a 4,800 bit/s digitized form for digital radio transmission by a method known as Code Excited Linear Prediction (CELP) and the reverse process, the synthesis of analog voice from 4,800 bit/s CELP-digitized voice.
