Specifies use of a symmetric-key encryption (and decryption) algorithm (SKIPJACK) and a Law Enforcement Access Field (LEAF) creation method (one part of a key escrow system) which provides for decryption of encrypted telecommunications when interception of the telecommunications is lawfully authorized.
