Purpose of this agreement is to respond to the following interoperability requirements: This doctrine should be applied by military medical forces, NATO as well as non-NATO, during operations involving non-military medical organizations. The doctrine enhances interoperability between nations by: - outlining principles that govern military medical support at the interface with civilian populations, authorities and organizations; - providing guidance on the operational environment related to concerted medical civilian and military planning and the actions required in this context for medical support in all types of NATO missions; and - highlighting the different responsibilities and the medical capabilities available to the commander.
