Defines functional requirements and Transaction Language 1 (TL1) messages for performing DS3 High Capacity Digital Service (HCDS) access and testing. The requirements are specifically defined in the Test System Controller/Remote Test Units (TSC/RTUs), Digital Test Access Units (DTAUs), Network Elements (NEs), and their related interfaces. They cover full-rate DS3 DTAU and TSC/RTU functions, as well as OS-TSC/RTU TL1 and TSC/RTU-DTAU TL1 testing messages for fixed and pseudo-random test patterns and in-service signal characterization. Currently, the requirements do not support Synchronous Optical Network (SONET) STS-1 access and testing.
