Der Anwendungsbereich von STEP-CDS ist der 2D-CAD Datenaustausch. Sie wendet sich einerseits an den Systementwickler. Mit STEP-CDS und der ISO 10303-214 erhält er die für eine qualitativ hochwertige Implementierung benötigte Datenspezifikation. Daneben wendet sich STEP-CDS an den Anwender. Er erhält einen Überblick über der den Leistungsumfang von Implementierungen und den Umfang der 2D-CAD-Daten, die ausgetauscht werden können.
