An Available Superseded Standard is one, which has been made available for a period of time although it has been formally superseded by another Standard. Its availability is maintained where it is referenced in legislation/regulations or in other Standards and its use should be restricted to where so referenced. Provides a basis for the development of a Safety and Operating Plan, (or Safety Case) for gas industry network operators. Describes the fundamental elements to be addressed in the preparation of a Safety and Operating Plan by a distribution network operator for the safe and reliable operation of new and/or existing gas reticulation networks supplying fuel gases suitable for domestic, commercial or industrial utilization.
This Standard provides, for gas industry network operators, a basis for the development of a Safety and Operating Plan, (or Safety Case), referred to as a ‘Plan’.The Standard describes the fundamental elements to be addressed in the preparation of a Plan (or Undertaking) by a distribution network operator for the safe and reliable operation of new and/or existing gas reticulation networks supplying fuel gases suitable for domestic, commercial or industrial utilization. The extent of application of these fundamental elements is a matter of judgement according to the operational issues. The Standard does not address a Plan for systems covered by AS5601.The Standard is directed primarily at the Plan, which would in turn refer to other documents for supporting details and practices. AS4645 describes the management and operation of a gas network. The relevant design and construction Standards i.e., AS1697, AS3723 and other appropriate national, industry and company Standards would be referenced in other documents according to the adopted framework.Where an operator wishes to include transmission system elements within the Plan, AS2885.1, AS2885.2 and AS2885.3 provide relevant requirements.A Plan may be of reduced size, or may not be necessary, for distribution systems located on a limited area or within one property.
