Establishes an architectural framework within which frame relaying service is described. Coverage includes: organisation of the document; definitions of terms; frame relaying service description; interworking requirements; support of OSI connection oriented network layer service; congestion control in frame relaying service. Also gives detailed tables and diagrams. It should be interpreted as a guideline to provide more detailed standards on frame relaying. Frame relaying is an ISDN packet-mode bearer service with logically separate C-plane and U-plane information. It specifies a framework for frame-relaying service in terms of user-network interface requirements and general interworking requirements.
