Proposes guidelines for control of the obtrusive effects of outdoor lighting and gives recommended limits for the relevant lighting parameters to contain these effects to within tolerable levels. Refers to the potential effects of lighting systems on nearby residents, users of adjacent roads and transport signalling systems, and on astronomical observations. Does not apply to road lighting; illuminated advertising signs, except for those of the externally illuminated 'floodlit' type; lighting systems installed for the purposes of television broadcasting; lighting systems which are of a cyclic or flashing nature; and the daytime appearance of lighting support structures.
