Proposes a test method for selecting the location of sampling or test sites to test soils, as well as the time at which a sample is to be taken and the tonnage or volume of material at which a sample is to be taken, selected through using random numbers. The method may also be used for the other construction materials such as aggregates, asphalt or concrete.
