The primary aim of these guidelines is to establish an agreed national framework for Energy Networks Australia
(ENA) members to apply in generating a robust risk management and compliance baseline to which internal
personnel and contracted operators can conduct manned aviation operations.
The ENA guidelines aim to:
1. Provide a framework for establishing the minimum criteria for compliance in providing aviation
services through which supplier's capability and performance can be assessed.
2. Provide a framework for establishing the context of additional practical risk management actions that
should be considered above and beyond an approach based on minimal regulatory compliance, to
ensure an ENA member has taken all reasonable steps to manage the safety of the operations.
3. Through the application of the aviation common bow tie and aerial work task specify bow ties ENA
members have a framework to assist with meeting their obligations under workplace health and
safety legislation of taking all reasonable steps to ensure the safety of aviation operations.
