This Japanese Industrial Standard specifies, in the case where the standard deviation of the population is unknown, the techniques to test whether or not it can be said that the population mean differs from (is either larger or smaller than) the value given as a standard, on the basis of the measured values obtained from the population (or the lot thought to represent the population) (standard deviation of the population unknown, one-sided test).
