Proposes guidance on good practice and the process by which radiocommunications sites should be planned, located, constructed and operated so as to meet the communications objectives whilst minimizing the impact on the environment and other radiocommunications facilities. It addresses a wide range of factors considered to influence the siting of radiocommunications facilities. It is intended to provide information to Federal, State and local government authorities, facilities planners, site planners, organizations and members of the public on the effects that existing or planned development could have on a proposed facility and vice versa.
