Pertains to all commercial, self-propelled motor vehicles which transport property or passengers when: a) Gross Weight - The vehicle has a gross weight rating of more than 4540 kg (10000 lb), b) Fuel - The fuel used has a boiling point above 0 degree C (32 degrees F) at normal atmospheric pressure.
