Builds on the foundation provided by RQMS, TR-TSY-000929 Issue 1, which sets forth measurements on the reliability & quality (R&Q) of a supplier's product. The purpose of this document is to enhance both the customer & supplier usefulness of measurements by providing objectives for measurements stated in RQMS, TR-TSY-000929, Issue 1. This document provides Bellcore's preliminary view of proposed generic requirements on R&Q objectives for Network Elements & Network Systems. Network Elements include both switching & transport network elements. Currently, Network Systems include only Service Control Points (SCP).
