Defines Telcordia's view of generic requirements for the establishment of a circuit switched access path (over which a packet-mode call can be offered) from the Packed Handling Function (PHF) of an ISDN Stored Program Controlled Switching System (SPCS) to either a Public Switched Telephone Network (PSTN) customer or an ISDN customer served by the SPCS. The service is automatically provided when an incoming packet-mode call request arrives at the PHF and is destined for a called address unassociated with a subscription to the PMD bearer capability. Unregistered Dial-out does not require subscription. It is a terminating service only.
